In a concerted effort to improve interactions and outcomes for survivors and reduce frustrations experienced by domestic violence service provider advocates that receive referrals from the IL DV Hotline, ICADV’s membership developed a pre-screening tool and proposed that the IL DV Hotline use it prior to referring survivors for emergency shelter to local providers. The Hotline agreed to use the pre-screening tool beginning in July 2025. Now that this tool is being used by the Victim Information Referral Advocates (VIRAs) at the Hotline and shared with agencies via the Grove, we have begun to gather feedback data from coalition members to determine whether it is making a difference across the state. After the first survey from July - November, ICADV has incorporated feedback from Program Council about gathering hotline survey data in a new way and making the hotline survey less time intensive for advocates to complete. Please complete this form for each referral call you receive from the IL DV Hotline, beginning in December 2025 through January 31, 2026. The aggregate results of the survey will be shared at the February Program Council meeting. Please have your staff provide their most honest and complete feedback about each interaction with the Hotline. While individual responses will be shared with ICADV, individual responses will not be shared with the IL DV Hotline or other parties.
Please email completed forms to [email protected].

At the core of many workplace challenges and conflicts is the breakdown of communication. When employees are expending energy to reactively address these conflicts, time and resources are taken away from the core mission of serving survivors. To support the Program Council agencies of the Illinois Coalition Against Domestic Violence (ICADV), Emily Hinrichsen, Director of Training, created a training on ethical communication. An outline of the training and learning objectives is included in this resource. If a Program Council agency is interested in hosting this training for its staff, please contact Emily at [email protected] to schedule an in-person or virtual training.

The Illinois General Assembly approved an increase of $50 million in the general revenue allocation for domestic violence services in Illinois for SFY2023. ICADV developed an advocacy strategy which made this increase come to fruition and the plan presented to the General Assembly was based on a necessary investment in five core needs which would best meet the needs of all survivors in Illinois:
- Stabilize the current workforce
- Provide thriving wages for staff, and retain trained employees
- Expand existing services
- Increase community outreach and education Increase safe housing
- Increase prevention
To help inform the Illinois Department of Human Services decision making around this increase, in May 2022 ICADV released a needs assessment survey of domestic violence service providers - those currently funded by the Illinois Department of Human Services (IDHS), those that are members of ICADV, and/or any others that serve survivors of domestic violence and their children as a part of their primary mission. The purpose of this survey was to gather more specific information about the current needs of providers which will help them better meet the needs of all survivors, with special consideration given to underserved populations.
This information was compiled and shared with the IDHS. Here is a summary of the assessment responses.

The August/September 2020 special issue of Children's Bureau Express draws attention to the need for an antiracist child welfare system that dedicates resources for enabling children and families
of all races and ethnicities, and particularly those from marginalized communities, to achieve their
full potential. The issue features guest articles from a range of leaders in the child welfare field,
including voices from the public, private, philanthropic, and faith-based sectors. This bulletin was
designed, in part, to present strategies that can be used in agency practice to directly answer the
issue's call to action.

As a means to get to know member program advocates better, the ICADV Director of Policy traveled around the state and facilitated five meetings with anti-domestic violence advocates. What she heard was both enlightening and alarming. It became clear that ICADV needed to share these findings with the lawmakers, advocates and supporters that can make a difference in the lives of Illinois families living with domestic violence. ICADV developed a report that identifies several trends that are blocking domestic violence survivors from fully accessing the Illinois Domestic Violence Act for protection of themselves and their children.
